MEETING MINUTES

 

Commission Attendees:  Dave Ernsberger, John Hennessey, Mary Boulanger, Alycia Vosinek, Jim McMahon, Ron Bolt (Energy Conservation Liason)

 

  1. Approve Meeting Minutes

Mary made motion, Dave seconded, all voted in favor.

 

  1. Grant Applications Update  (John)                                            20 Minutes
  • EDA Award

As announced in the newspaper and other public venues the Town of Littleton received a $1 million award from the Federal Economic Development Administration after a multi-year effort on the town’s part.  Many volunteers and elected officials assisted with the effort.  This money will be matched with $500k of funds from the state of NH obtained earlier through a CDBG block grant, and $500k from the Town of Littleton from bond proceeds.  The $2 million total will complete two phases of the river district redevelopment, including sewer/stormwater/roads/sidewalk along Saranac/Ammonoosuc/Mill Street.

  • Recent and Upcoming Submissions

June 2016 – applied for $250k from Federal program, Northern Border Regional Commission for Riverwalk, Bridge Lighting, Sidewalks, Permaculture.  Funds require equal match which has been acquired/applied for from NH DRED trails programs, Tillotson Fund, Art Place, Tax Credits, and the Town.

August 2016 – will apply for a State DOT grant of $800k, requiring a $200k town match.  Funds will primarily be used for sidewalk improvements along Cottage St. and the other various sidewalks throughout downtown discussed at previous public meetings with taxpayers, including a portion of riverwalk.

  • Art Place Site Visit     

Chamber has applied for a $460k grant for downtown and river district improvements through this organization, and a site visit is planned for July 21

 

  1. Bridge Project Update (Andrew)                                                10 Minutes

Andrew sent a timeline that John reviewed, noting the bridge is scheduled for completion at the end of August.

  1. Land Use Planning (Dave)                                                           20 Minutes

Dave reviewed the results of review completed by Dave and Ron Bolt regarding future land use along the river district corridor.  Primary points included:

  • Property owners will determine what they choose to do with their property
  • There does not appear to be a need for zoning changes in the river district
  • There is ample opportunity for economic development and tax revenue growth for the town
  • There is ample opportunity for green space, recreation, and community interests to coincide with economic development
