Energy Conservation Committee Minutes - October 12, 2016


LITTLETON ENERGY CONSERVATION COMMITTEE    
                                  MEETING 12 OCTOBER 2016
 

Attendees:   Peter Cooper, Ron Bolt, John Lofgren, Bob O’Connor, Bill Gendreau; and,

David VanHouten, Ammonoosuc Regional Energy Team.

 

Administrative Matters: The minutes of the September meetings were approved.

 

Lighting Retrofit      

 

            Installations at the Opera House are complete. Due to the extra cost for the track lighting fixtures in the Museum, it was necessary to drop some planned for fluorescent replacements. Add-ons included flood lights in the Clock Tower, photo controls on the outside lights at the Opera House, photo controls on the pedestrian bridge, wall mounted sensor at the PD, and flood lights with photo controls at three town welcome signs.

 

Fire Station Heating

           

             The Town accepted a bid from Dan Hebert Inc. for both phases of the work on the heating system at the fire station. All of the proposed fixes to the internal heat distribution will be accomplished along with two additional modine heaters. The existing oil boiler system will be replaced by a new propane boiler. BTU meters will be installed at both the fire station and highway garage.

 

Energy Management Plan

             

The committee discussed the top recommendations for 2016 and 2017 funding and the list will be presented to the Board of Selectmen on 24 October.

 

The only possible warrant article for 2017 would be for insulation work on the Opera House. Bill will follow-up on a couple of technical points with Jamie Myer before we consider drafting an RFP for this work. The scope of the contract needs to include performance criteria.

 

Ron has completed a draft of the 2nd Annual Energy Management Report and will forward it for comments before posting it to the Town website.

 

Miscellaneous

 

  • Bob has compiled a reference list of internet sites that contain useful energy efficiency information. This list will be posted to the Town website.

 

  • John will begin work on the committee’s submission to the Annual Report.

 

  • Peter reported on a Button Up NH conference he attended. David said he would take the lead on getting a conference scheduled for Littleton and the surrounding towns.

 

  • David suggested talking to Mitch Greaves, Littleton Mill Works, for ideas and information on weatherizing the stained glass windows at the Opera House.

 

  • Ron and Peter will register for the 27 October brain storming session being put on by the Tillotson Fund.

 

  • Ron is awaiting information from Al Smith regarding an “energy intern”.

 

  • Peter, John, and Ron will register for the annual Local Energy Solutions Conference on 19 November.

 

  • Peter and Ron met with the new Public Works Director, Joe De Palma, for an introduction to the purpose and role of the ECC. Some time was spent discussing the operation and maintenance of the wood pellet system. Attendance at a future Wood Energy Council Biomass Operators Workshop was discussed.
