BOARD OF SELECTMEN'S MEETING
WEDNESDAY, NOVEMBER 5, 2008
6:00 PM
LITTLETON COMMUNITY HOUSE, HEALD ROOM

Present: Chairman Eddy Moore, Vice Chairman Bill Latulip, Selectman Ed Boynton, Town Manager Chuck Connell, Executive Secretary Ceil Stubbings

Others present: Ron Bolt, Bob O'Conner, Art McGrath, Sherri Latulip

Chairman Moore called the meeting to order at 6:00 PM.

Citizen's Concerns:
Ron Bolt advised that as a member of the Town's Energy Conservation Committee advised the public that the Energy Fair would be held on the 15th of November at Profile. Some of the topics include energy audits, basement insulation, safety with heating, incentives on how to finance some of these improvements and some of the mandatory regulations on geo and solar energy. Ron advised that the bike racks have been removed for the winter. Ron thanked the churches for having them out during the summer months also thanked the Water & Light Department for reinstating the historical usage of electric and water on the bills.

Ron stated that he had a couple of other things he would like to request and that maybe at the next meeting that the Police Department Construction Committee could provide an update on how things are going there. Bob O'Conner said an update would be on channel two tomorrow. Ron stated that the last thing he wanted to mention just came up at the budget committee last week. Ron stated that there was a recommendation that the Fire Department come up with a fee schedule for a couple of items. Ron said that he would like to know what the status of that is. Chairman Eddy Moore said that the only thing he could say is that is Carol Cullen was working on the subject before she became sick. Ron asked if there is someone else that can take it over because it is a valuable source of income. Town Manager Chuck Connell said that he knows that it is on the Fire Chief's agenda. Chuck went on to say that he can't tell when Carol will be back right now and that he has no one he can put on the project. Ron asked if the Town would consider a volunteer. Chuck advised that they would accept volunteer help. Ron went on to say that it was mentioned that about Ceil's work load. Chuck advised Ron that is certainly something we have looked at and we have looked at other initiatives as well but that is a good idea.

Chairman Eddy Moore advised those present that there were no appointments for the meeting and moved onto the next item on the agenda.

Town manager's Report
Chuck advised his report would be very brief. They are working with the DOT on the Main Street and Redington Street Bridge project and that there are not answers at this point. Chuck advised that as soon as we have an answer to the recommendations they would certainly bring it forward. Chuck advised that the police station is on the agenda but at this time there is nothing to report. Vice Chairman Bill Latulip said that his only concern was with the ledge at the site. He reported that they are making progress and estimated the cost to be around $15,000 to $20,000.

New Business:
Hine Corp Pilot Payment
Town Manager Chuck Connell advised the Hine Corporation has had an ongoing pilot payment. A letter was received on October 30th requesting to continue the pilot based on the non-school taxes. Chuck stated the he recommends the board accept this for the properties as listed in the letter. Art Tighe asked where the property was located. Chairman Eddy Moore advised the property is Colonial Court one and Colonial Court Two. Chairman Moore further advised that the other property is the Lane House. Ron Bolt asked for a brief tutorial of what a Pilot Payment. Town Manager Chuck Connell advised that it is for a property that is tax exempt and that they can enter into a voluntary agreement that can offset the services. The Town Manager provided a list of properties currently involved in Pilot Payments. Chuck advised that the formula that is established is the non-school portion applied to the property. Ron Bolt asked if this is annual. Chuck advised that the RSA's require that they reapply every year in November. Chuck recommends the selectmen accept this pilot for the 2008 tax year. Vice Chairman Bill Latulip made the motion to accept the Pilot Payment. Selectman Ed
Boynton seconded the motion. The motion passed 3-0.

Approval of the Charles C. Craigie Memorial Scholarship Fund.
Town Manager Chuck Connell advised the selectmen that they received a letter from Nancy Reitsma. Chuck advised that some years ago in 1990 a scholarship fund was created in the name of Charles C. Craigie. Chuck advised the board that a Ms. Alt Styer just sent a check in the amount of $847.63 to be placed in the fund. The board needs to accept the money and commit it to the trust fund. However he does not know if the fund still exists or whether it is in the hands of the trustees of the trust funds. Chuck advised if the selectmen has no objection he feels they should table this matter until the next meeting. Vice Chairman Bill Latulip made the motion to table it. Selectman Ed Boynton seconded the motion. The motion passed 3-0.

Selectman Ed Boynton made the motion to adjourn the meeting at 6:21 PM. Vice Chairman Bill Latulip seconded the motion. Motion to adjourn passed 3-0.
