BOARD OF SELECTMEN'S MEETING
TUESDAY, OCTOBER 19, 2010

Present: Chairman Ron Bolt, Vice Chairman Ed Boynton, Selectman Marghie Seymour, and Executive Secretary Ceil Stubbings

Others Present: Eddy Moore, Jeanne Dickerman, Kayti Burt (The Courier), Judy White, Mary Edick, Ryan Glass, Bryan Hadlock, Mike Spaulding

Bolt called the meeting to order at 3:00 PM

Town Clerk Budget
Karen Noyes provided the board with complete new budget packets with the changes that have been made to date. Bolt asked if items discussed at a previous meeting had been added to the budget. He was referring to the dog tags and the additional postage. Noyes said they were in the budget. Bolt said that he understood the voter register was to be purged and updated this year. Bolt asked if this would incur any additional expenditure. White said she had been given information at her conference on how many voters they would be purging. White said the estimate was between 964 or 984. Due to that new information she had added $500 to the postage line. Bolt asked if there was any money in the budget for signage or other items necessary for elections. White said to date she has been making her own signs. After some discussion it was agreed White would do some research on voting signs and equipment and then get back to the board with an estimate. Seymour asked how much of the expenses are covered by the Town Clerk's revenues. Noyes said she had an estimate for next year. Noyes said the conservative estimate for motor vehicle registrations was $847,000. There are additional revenues such as the dog licenses in the amount of $6,500, marriage licenses in the amount of $400. Noyes listed off the various other fees and charges that result in revenues. Seymour asked about the Health Insurance Reimbursement in the amount of $6,400. Noyes said the town has had a policy for years that reimburse employees who do not have health insurance through the town. Noyes had put together the cost to the town if the employees came back onto the town health plan. Noyes said the reimbursement is up to 100% of a single person plan. Noyes explained the three different types of buyouts available to the employees. Seymour asked how many people were on the plan. Noyes said there are about ten people on the buyout, which saved the town over $100,000 on insurance premiums.

Library
Jeanne Dickerman provided a detailed presentation on the library budget and the functions of the library. Dickerman talked about staffing and scheduling. The staff had not had an increase for two years. This year a 3% increase had been added. Dickerman said the trustees would be approaching the board regarding a warrant article to replace the current boiler with a new heating system.

Community Center
Mary Edick advised the center was on goal at reaching their fund raising and provided a list of past and future fund raising events. She also explained the plans to renovate the annex. The community center is seeking the same amount of assistance as the previous year and the match to their goal of $30,000 fund raising. Edick said the center would be returning $1,200 to the town for the Historical Society's rent.

Parks & Recreation
The board, Bryan Hadlock, Ryan Glass and Mike Spaulding reviewed the revenue side of their budget. Glass advised the revenue had to have an additional $6,000 added back into the revenue from what he called a school donation. This brings the total revenues up to $70,000. The revenues from the departments programs were discussed in detail. The department will not be asking for any warrant articles this year because of the economy. Bryan Hadlock advised that vandalism is still occurring and causing concern.

Other Items
Karen Noyes advised that a correction had to be made on the fire department's holiday pay. The correction will be made to page 28 in the amount of $15,484, which is the correct holiday pay amount. The original amount was based on eight hours, however they are paid for twelve.

The board was already in session for a budget preparation meeting when Seymour made the motion to go into a Nonpublic Session per RSA 91-A:3, II (a) to discuss an issue with the Town Manager's contract. A unanimous roll call vote was taken and the board entered into the nonpublic session at 5:20 PM.

Seymour made the motion to seal the minutes. After discussion, the board decided to seal the minutes indefinitely. Boynton seconded the motion. Motion passed 3-0 by a roll call vote. Seymour made the motion to come out of nonpublic session. Boynton seconded the motion. Motion passed 3-0. The public session reconvened at 5:57 PM. Bolt asked for a motion to adjourn. Seymour made the motion to adjourn. Boynton second. Motion passed 3-0. The meeting adjourned at 5:58 PM.
