Chairman Bolt called the Board of Assessors meeting to order at 3:05 PM

James W. Powers Inc., Timber Lane, Map 67 Lot 115, Amount $945.29, 2010-2 #2398
Requesting administrative abatement in the amount of $945.29 for the 2010 Property Tax Bill second issue. The lot is non-buildable and should have no value because it is a detention pond from the 2005 subdivision. Vision picked it up as a buildable lot and gave it a value of $41,400 resulting in a property tax bill of $945.29. This abatement will clear the account. After a discussion with the Town of Littleton’s Attorney Jae Whitelaw on December 20, 2010 she agrees that the abatement should be approved. It is a detention pond that it is on a non-buildable lot and should have no value. Boynton moved to approve the above abatement amount of $945.29. Bolt seconded the motion. No Further discussion Motion passed 2-0

Ahead, Inc. L/O 4 Green St- Parking Lot Map/Lot: 78-241 – Amount $1568.63, Year: 2010 #2403
Above captioned parcel is owned by Ahead Inc., and used by the Town of Littleton Admin Offices for parking. Request an abatement for the amount of $1,568.63 for the 2010 property taxes per lease agreement of 11/2001 (copy attached) a refund check will be issued. Seymour moved to approve the above abatement amount of $1,568.63. Boynton seconded the motion. No further discussion Motion passes 3-0

Joseph & Jean Harriman, 1787 North Littleton Rd, Map/Lot: 9-11 – Amount $347.02, Year: 2010 #2404
The subject property is a cape style log home on a 2.6-acres parcel. The reason for the request was the owners concern with the assessment due to incorrect physical data. I inspected the subject and found that a cathedral area was listed as a finished half story and that the unfinished open porches were listed as finished. Additionally, some of the outbuildings were incorrectly listed and it is my opinion that the depreciation is overstated as the home is in fair condition. After corrections and adjustments the assessment is reduced $15, 200 from $139,400 to $124,200 and it is recommended that an abatement of $347.02 be granted. Note: Vision hearing, changes made at hearing no physical inspection, information from owner. Boynton moved to approve the above abatement amount of $347.02. Seymour seconded the motion. No further discussion Motion passed 3-0

Raymond Ennis, 280 Railroad St. Map/Lot: 81-33 – Amount $458.88, Year: 2010 #2405
The subject property is a bungalow style home on a 7.99- acre parcel. The reason for the request was the owners concern with assessment due to deferred maintenance issues and the opinion that only 2 acres of land are usable. I inspected the subject and found the sketch needed correction, as well as the heat type and bedroom count. Additionally, the home is in very poor condition. It is also my opinion that a condition factor be applied to reflect both the wet and steep topography of the lot. The comparable properties provided by the owner were reviewed and are not felt to be good indicators of value, as they are not consider valid listings or sales, as one is an estate sale and the other is a bank sale. After the corrections and adjustments the assessment is reduced $20,100 from $145,600 to $125, 500 and it is recommended that an abatement of $458.88 be granted. Note: Vision Hearing, changes made at hearing no physical inspection, information from owner. Seymour moved to approve the above abatement amount of $458.88. Boynton seconded the motion. No further discussion Motion passed 3-0

Lucille Pineault, 67 Farr Hill Rd, Map/Lot: 65-23 - Amount $705.45, Year: 2010 #2406
The subject property is a raised ranch style home on a .34-acre parcel. The reason for the request was the owners concern with assessment due incorrect physical data. I inspected the subject and found that the unfinished basement was listed as finished and that the floor types were not listed. It is also my opinion that the condition is overstated as the home is in original condition and in need of renovations. After corrections and adjustments the assessment is reduced $30,900 from $145,900 to $115,000 and it is recommended that an abatement of $705.45 be granted. Note: Vision Hearing, changes made at hearing no physical inspections, information from owner. Boynton moved to approve the above abatement amount of $705.45. Seymour seconded the motion. No further discussion. Motion passed 3-0

Scott & Jennifer Jewell, 75 Washington St., Map/Lot 80-128, Amount $235.15 Year: 2010 #2407
The subject property is a ranch style home on .22-acre parcel. The reason for the request was the owners concern with assessment due incorrect physical data. I inspected the subject ant found that the flooring was not properly listed and that a shed listed on the property record card belongs to an abutting lot. The dimensions of the home were also found to be incorrect and the condition is overstated. After corrections and adjustments the assessment is reduced $10,300 from $112,700 to $102,400 and it is recommended that an abatement of $235.25 be granted. Note: Did not attend Vision Hearing. Seymour moved to approve the above abatement amount of $235.15. Boynton seconded the motion. No further discussion. Motion passed 3-0.

Paul & Evelyn Saucier C/O Lisa M. Nast, 90 West Elm St., Map/Lot 78-5 - Amount $376.70 Year: 2010 #2048
The subject property is a ranch style home on .23-acre parcel. The reason for the request was the owners concern with the assessment due to incorrect physical data and a realtor opinion of a value of $150,000. I inspected the subject and found that an enclosed porch was listed as living area and that the sketch needed correction. It is also my opinion that the condition is overstated. After corrections and adjustments the assessment is to be reduced $16,500 from $169,500 to $153,000 and it is recommended that an abatement of $376.70 be granted. Note: Vision Hearing, changes made at hearing, no physical inspection, information from owner. Seymour moved to approve the above abatement amount of $376.70. Boynton seconded the motion No further discussion. Motion passed 3-0
