Chairman Ron Bolt called the Board of Assessors meeting to order at 1:25 PM

Langdoc 1999 Family Trust Eugene & Maryann Langdoc, 21 Heather Ln., Map 66 Lot 15, Amount $7.62, 2010 #2416
Joe, Wiggett, Tax Collector is requesting an administrative correction in the amount of $7.62. This correction will clear the account. Marghie Seymour motioned to approve the abatement, Ron Bolt seconded. No Further discussion. Motion passed 2-0

James & Doris Swain, 130 Brinns Way, Map 25 Lot 3 – Amount $287.66 Year: 2010 #2417
The subject property is a seasonal camp on a 2.6-acre parcel. The reason for the request was the owners concern with the assessment due to the style being listed as a ranch home. I inspected the subject and found that the structure is a seasonal camp. After corrections and adjustments the assessment is reduced $12,600 from $107,000 to $94,400 and it is recommended that and abatement of $287.66 plus interest be granted. Note: Vision hearing, changes made at hearing no physical inspection, information from owner. Marghie Seymour motioned to approve the abatement, Ron Bolt seconded. No further discussion. Motion passed 2-0

William & Carrie Gendreau, 169 South St., Map 84 Lot 51 – Amount $1,125.52, Year: 2010 #2418
The subject property is a family duplex on a .58-acre parcel. The reason for the request was the owners concern that the assessment compared to an appraisal opinion of $175,000 dated 11/1/2010 and a broker value range opinion of $175,000 to $179,500 dated 12/9/2010. I inspected the subject and noted minor adjustments to the interior detail and the outbuildings. It is also my opinion that the overall condition is overstated. I reviewed the appraisal submitted with the application, and although I don’t fully agree with it, it does lend support to the adjusted assessment, as does the broker’s opinion. After corrections, the assessment is reduced $49,300 from $228,900 to $179,600 and it is recommended that an abatement of $1,125.52 plus applicable interest be granted. Note: No Vision Hearing. An above ground pool that was discovered during the inspection will be picked up for the 2011 tax season. One of the comps was out of town and out of state. Marghie Seymour motioned to approve the abatement, Ron Bolt seconded. No further discussion. Motion passed 2-0

Albert & Donna Castro, 283 Meadow St., Map 77 Lot 62 –Amount $15.98, Year: 2010 #2419
The subject property is a commercial automotive oil change shop on a 3.40-acre parcel. The reason for the request was the owners concern that the assessment does not account for the topography and easement issues associated with the site. I inspected the subject and noted a minor correction to the construction detail. Also I reviewed the property record card adjustments for topography, easements, and found that an additional economic adjustment has already been applied to reflect the issues with the site. No market data to support the applicant’s opinion of value was provided. After corrections, the assessment is reduced $700 from $214,400 to $ 213,700 and it is recommended that an abatement of $15.98 plus applicable interest be granted. Note: No Vision hearing. Marghie Seymour motioned to approve the abatement, Ron Bolt seconded. No further discussion. Motion passed 2-0

David & Stella Burrington, 578 Cottage St., and Map 96 Lot 38 - Amount $305.92, Year: 2010 #2420
The subject property is a ranch style home on a 1.49-acre parcel. The reason for the request was the owners concern with assessment as compared to an appraisal of $175,000 as of 11/22/2010. I inspected the subject and noted minor adjustments to the interior detail and outbuildings. It is also my opinion that the overall condition is slightly overstated. After corrections the assessment is reduced $13,400 from $188,400 to $175,000, which is in line with the appraisal submitted with an adjusted value range of $152, 000 to $192,000 and it is recommended that an abatement of $305.92 plus applicable interest be granted. Note: No Vision Hearing. Marghie Seymour motioned to approve the abatement, Ron Bolt seconded. No further discussion. Motion passed 2-0

TAGR Associates, LLC, 121 Sampson Rd., and Map 69 Lot 11 – Amount $ 175.79, Year: 2010 #2421
The subject property is a cape style home on a .19 –acre parcel. The reason for the request was the owner’s concern with assessment because of he believes that the market values have plummeted. I inspected the subject and found the floor and hear type where not listed accurately. It is also my opinion that the grade of the home is incorrect. However, the home is an over improvement for the neighborhood and the lack of a basement also makes it less appealing. As such, it is recommended that a functional and external obsolescence be applied to reflect these issues. After corrections and adjustments the assessment is reduced by $7,700 from $143,100 to $135,400 and it is recommended that an abatement of $175.79 be granted. Note: No Vision Hearing. Marghie Seymour motioned to approve the abatement, Ron Bolt seconded. No further discussion. Motion passed 2-0

Edward & Debra Heaney, 77 Redington St., Map 80 Lot 250 – Amount $34.25, Year: 2010 #2422
The subject property is a cape style home on a .25-acre parcel. The reason for the request was the owners concern with assessment as compared with an appraisal of $89,600 as of 7/15/2010. I inspected the subject and found that the upstairs was in good condition, with newer hardwood floors and drywall that were not listed, while the downstairs of the home has OSB flooring & plastered walls and is in fair condition. The overall condition that is currently listed is correct in my opinion. Correcting the floor and wall types reduces the assessment by $1,500 from $111,000 to $ 109,500 and it is recommended that an abatement of $34.25 be granted. The attached appraisal was reviewed but was not given and weight. As 2 of the 3 comps used were foreclosure sales. I have attached a sales grid, which supports the revised assessment. Note: Vision Hearing, some changes, no Inspection by Vision. Marghie Seymour motioned to approve the abatement, Ron Bolt seconded. No further discussion. Motion passed 2-0

Margie Seymour motion to adjourn the board of assessors meeting at 1:45 pm. Ron Bolt seconded the motion. Motion passed 2-0
