The
licensing and regulation of pawnbrokers shall be in accordance with
RSA 398 and any/all amendments thereto.
SECTION
1.
The provisions of New Hampshire Rev. Stat. Ann. 398
relating to pawnbrokers and all amendments thereto are hereby adopted
and are in full force in the Town of Littleton.
SECTION
2.
No person shall carry on a business of a pawnbroker within
the Town of Littleton unless he or she is duly licensed therefore by
the Town Clerk, who is hereby delegated the licensing authority
granted to the Board of Selectmen under RSA 398:5. The clerk may upon
application, issue licenses to such persons as may be deemed proper
to do business as pawnbrokers and such license shall be enforced for
one year from the date of issue, but may be revoked by the Board of
Selectmen under the terms of RSA 398:5. Such license shall designate
the place where the business is to be conducted and the license shall
not conduct any business as a pawnbroker at any other place in the
Town without obtaining further license for additional locations. The
FEE for each license shall be $50.00 per year.
SECTION
3.
Every person licensed as previously described shall keep a
book of records at his or her place o f business in which they shall
enter in English at the time of receiving same, a detailed
description of any article left for pay, particularly mentioning any
prominent or descriptive marks on same with the name and address of
the person from whom he received it, noting also the day and hour and
the amount paid or loaned thereon; and such book or record and the
articles left for pawn, shall at all times be open to the inspection
of the chief of police or any person designated by him.
SECTION
4.
No person licensed as aforesaid shall directly or
indirectly receive any article in pawn from a minor, knowing or
having reasonable cause to believe him to be such, without the
consent in writing of a parent or guardian of such minor. All person
so licensed, when requested to do so by the police chief, shall make
a daily statement to him of the articles left with him for pawn.
