Board of Selectmen/Assessors Minutes March 7, 2016

TOWN OF LITTLETON
11:00 AM
BOARD OF SELECTMEN’S MEETING
MONDAY, MARCH 7, 2016
 TOWN OFFICE CONFERENCE ROOM

Present:  Chairman Milton T. Bratz, V. Chairman Schuyler Sweet, Selectman Ed Hennessey, Executive Secretary Ceil Stubbings, Town Manager Andrew Dorsett, Joe Lessard (MRI)

Chairman Bratz called the meeting to order at 11:00 AM.

Bratz said he had two questions regarding Alderbrook.  One questions was regarding the size of their parcel.  Joe Lessard said they have not filed an abatement application.  It is too late now for that to happen but they will review it before the 2016 tax bill.  Bratz said they sold a piece of the property.  Sweet said they should file an abatement and then the process will take care of itself.  Bratz said they agreed to pay a PILOT in the amount of $1286.00.  Bratz asked for a motion to approve the PILOT agreement.  Sweet made the motion.  Hennessey seconded the motion.  The motion passed 3-0.  Lessard pointed out to the board that they should make the motion to accept the amount of the PILOT payment and the remaining taxes would be abated.  Sweet made the motion to abatement the remainder of the taxes.  Hennessey seconded the motion. Motion passed 3-0.

Joe Lessard moved to a proposal from the Masons known as Littleton Building Association for the 2014, 2015 and 2016 tax years.  The taxpayer agrees to pay $2,500 for 2014, $3050 for 2015 and $3600 for the 2016 taxes.  Lessard said they dropped off a check today for the 2014 and 2015 taxes.  Sweet made the motion to accept the agreement and the payment and to abate all the remaining tax and interest.  Hennessey seconded the motion.  Motion passed 3-0.

Lessard then brought the board up to date on the other outstanding agreements.  The Boy Scouts have paid the 2015 tax bill and are in the process of putting their property into current use.

Lessard said abatement applications were due March 1st of this year for 2015.  The others that filed for anything and even some of them that have filed for an abatement, they can file and appeal of the denial of the exemption.  The board then reviewed the list of PILOT payments provided by Joe Lessard.

Chairman Bratz stated the abatement approval for the Vinnie Levitt property was approved in December of 2015.  The paperwork for the abatement should be completed and provided to the tax collector.

Hennessey made the motion to adjourn. Sweet seconded the motion.  Motion passed 3-0.  The meeting adjourned at 11:35 AM.
