Present: Town Manager Andrew Dorsett, Chairman Milton T. Bratz, V. Chairman Schuyler Sweet, Selectman Ed Hennessey, Executive Secretary Ceil Stubbings, Finance Director Karen Noyes

Others Present: Chief Paul Smith (Littleton PD), Chief Joe Mercieri (Littleton FD), Brian Patnoe (Transfer Station Manager), Ryan Glass (Parks & Recreation), Rudy Gelsi, Ron Bolt (Energy Conservation Committee), Jean Dickerman (Littleton Public Library), Jan Edick, George McNamara (Public Works Director)

Bratz called the work session to order at 10:30 AM 

Bratz said their charge today is to review the warrant articles. The budget committee rendered their opinion on the warrant articles at their last meeting. Bratz said he had been reminded by members of the budget committee the Town’s value went down by fifteen million. He would like to simply go down the list of the warrant articles. The budget committee voted on a modified proposed budget. They asked that we remove the airport funds. They felt the rational of the airport commissioners did not yield enough information to warrant the amount they are seeking. Bolt said their requested amount has increased from last year’s request.

Article 3, Acquisition and Sale of Town Owned Property which was rescinded in 2012. Hennessey moved to approve. Sweet seconded the motion. The motion passed 3-0. 

Article 4, Sale of Town Owned Property which is the mobile home that was removed from the River District. Sweet moved the article. Hennessey seconded the motion. Motion passed 3-0.

Article 5, River District Grant Leveraging Bond. Sweet moved the article. Hennessey seconded the motion. Motion passed 3-0.

Article 6, SEA Union Contract. Hennessey moved the article. Sweet seconded the motion. The motion passed 3-0.

Article 7, Special Town Meeting. Sweet moved the article. Hennessey seconded the motion. The motion passed 3-0.

Article 8, Fire Department Equipment/Vehicle Capital Reserve Fund. Sweet moved the article. Hennessey seconded the motion. The motion passed 2-1. Bratz voted no.

Article 9, Heating System and Oil Tank Mitigation. Sweet moved the article. Hennessey seconded the motion. The motion passed 3-0.

Article 10, Highway Department Salt Shed. Hennessey moved the article. Sweet seconded the motion. The motion passed 3-0.

Article 11, Highway Department Heavy Duty Truck. Sweet moved the article. Hennessey seconded the motion. The motion passed 2-1. Bratz voted no.

Article 12, Highway Department Sidewalk Tractor. Sweet moved the article. Hennessey seconded the motion. The motion passed 3-0.

Article 13, Highway Department Loader. Sweet moved the article. Hennessey seconded the motion. The motion passed 3-0.

Article 14, Police Department Cruiser Safety Equipment. Hennessey moved the article. Sweet seconded the motion. Motion passed 3-0. 

Article 15, Police Department New Cruiser. Sweet moved the article. Hennessey seconded the motion. The motion passed 3-0.

Article 16, Police Department new police officer. Sweet moved article 16. Hennessey seconded the motion. Motion passed 3-0.

Article 17, Police Department new police officer. Hennessey moved the article. Sweet seconded the motion. The motion passed 2-. Bratz voted no. 

Article 18, Transfer Station Health & Safety Repairs. Hennessey moved the article. Sweet seconded the motion. The motion passed 3-0. 

Article 19, Hill Street Sewer & Road Repairs. Hennessey moved the article. Sweet seconded the motion. The motion passed 3-0.

Article 20, Cry Street Road Repairs. Sweet moved the article. Hennessey seconded the motion. The motion passed 3-0.

Article 21, Upper School Street Sewer & Road Repairs. Hennessey moved the article. Sweet seconded the motion. The motion passed 3-0.

Article 22, 2020 Reval Reserve Fund. Sweet moved the article. Hennessey seconded the motion. The motion passed 3-0. 

Article 23, Conservation Commission Unexpended Funds. Hennessey moved the article. Sweet seconded the motion. The motion passed 3-0.

Article 24, Welfare Department Unexpended Funds. Sweet moved the article. Hennessey seconded the motion. The motion passed 3-0.

Article 25, Energy Conservation Committee Audit. Ron Bolt stated that this article has been reduced to $2,500. Sweet moved the article. Hennessey seconded the article. The motion passed 3-0.

Article 26, Energy Lighting Retrofit. Bolt stated the amount has been amended to $12,500. Sweet moved the article. Hennessey seconded the motion. The motion passed 3-0.

Article 27, Renewable Energy Tax Exemption was passed over due to not enough information.

Article 28, Opera House Venue. No motion. Warrant not approved. 

Article 29, Opera House Maintenance. Sweet moved the article. Hennessey seconded the motion. The motion passed 3-0.

Article 30, Parks and Recreation Paving Projects. Ryan Glass provided a brief power point presentation as to why the paving is needed. Hennessey moved the article. Sweet seconded the motion. The motion passed 3-0.

Article 31, Library part time to full time librarian. Sweet moved the article. Hennessey seconded the motion. The motion passed 3-0.

Article 33,Town Clerk Wage band. This article was passed over.
