CDBG PUBLIC HEARING
MONDAY, JULY 13, 2015

  • 1st Public hearing is opened CDBG Project overview 

The public hearing opened at 4:34 PM. V. Chairman Bratz asked Cathy Conway from NCIC to introduce the project. Cathy Conway noted there were handouts related to the two public hearing available to the public.

  • General Overview of CDBG

Community Development Block Grant funds are available to municipalities for economic development, public facility and housing rehabilitation projects and planning grants that primarily benefit low and moderate income persons. Littleton is eligible for up to $500,000 a year for public facility/housing rehabilitation, up to $500,000 a year for economic development projects, as well as up to $500,000 a year in emergency funds. Planning Grant funds are available for up to $12,000 per year. Municipalities are eligible to apply for a Microenterprise Assistance grant without having it count against the town’s cap for any other CDBG projects.

  • General Overview Project

A proposed public facility grant for up to $500,000 in 2015 CDBG funds. The funds will be used to provide $480,000 for sewer main improvements and associated surface restoration along Saranac and Ammonoosuc Streets to serve predominately low and moderate income households. The project will reduce inflow and infiltration from the 1920’s clay and tile sewer mains that serve this area and therefore reduce system operating costs. The remaining $20,000 will be used by the town for grant writing and administration expenses.

This project conforms to Littleton’s Housing and Community Development Plan’s long and short term goals.

  • Ask for questions or comments from the public; Ron Bolt asked if this was a loan. Conway said it was a grant.
  • 1st Public hearing is closed at 4:40 PM.
  • 2nd Public hearing is opened Residential Anti-displacement and Relocation Assistance Plan. V. Chairman Bratz opened the second public hearing at 4:41 PM. Bratz asked Cath Conway to introduce the Residential Anti-Displacement and Relocation Assistance Plan Draft.
  • Residential Anti-displacement and Relocation Assistance Plan, this residential anti-displacement and relocation plan is standard language which provides a procedure in cases where there is residential or business displacement due to a project using CDBG funds. It must be adopted for each CDBG project. 
  • Ask for questions or comments from the public; No questions were asked.
  • 2nd Public hearing is closed at 4:46 PM.

The municipality then votes after close of public hearings to:

  • Bratz made the motion to approve the submittal of the CDBG application. Sweet seconded the motion. Motion passed 3-0. 
  • Bratz made the motion to adopt the Residential Anti-Displacement and Relocation Assistance Plan for the project. Sweet seconded the motion. Motion passed 3-0. 
  • Bratz made the motion to authorize the Town Manager to submit the application and sign or execute any and all document necessary to effectuate the potential CDBG contract. Sweet seconded the motion. Motion passed 3-0.
  • Bratz made the motion to have NCIC write the CDBG grant on behalf of the town and to allow the Town Manager to advertise for a grant administrator. Sweet seconded the motion. Motion passed 3-0.
