PRESENT: Chairman Charlie Ryan, Mary Menzies, Jim Daly, Milton Bratz, and Joanna Ray (recording secretary)

EXCUSED: Vice Chair Linda MacNeil, Bruce Ralston, and Colin Trahan

ABSENT: Tony J. Ilacqua and Val Poulsen

Chairman Ryan called the meeting to order at 6:30. Mary Menzies was designated a voter for this meeting.

June 7, 2016 minutes
Milton Bratz made a motion to approve the minutes as written. Jim Daly second the motion. The motion passed by all.

Master Plan
Chairman Ryan stated he wanted to trim down this chapter. He also suggested moving the maps into the chapter that references them.

Milton Bratz asked why, on page 3 Classification, the acreage for forestry and agriculture were added together as well as commercial and industrial. Milton believes they are very different and should be separate. Milton also noted that condominiums are not mentioned in this chapter. He feels that retirement condominiums are very important. People are leaving Littleton to retire in communities that have condos. Exit 43 was discussed as a good location for this. It is between the hospital and the shopping areas. Chairman Ryan asked if condos were expensive. Milton said there can be a range of prices. The reason retired people like condos is because they still have home ownership but without the property maintenance. Jim Daly offered Old Waterford Rd as another good location. Chairman Ryan said Planned Unit Developments might be similar.

Milton Bratz discussed the nearly full Industrial Park. There is another Industrial Zone on the other end of Town that can be utilized. Chairman Ryan pointed out the Tri Town Industrial Park section of this chapter. It is an example of what needs to be removed.

The Board discussed the pros and cons of doing a survey on what the residents want to see in Town. Joanna will look into the options a survey and present them to the Board at their July 19, 2016 meeting. Chairman Ryan suggested having the Chamber of Commerce be part of the survey.

Jim Daly said the River District should be mentioned in this chapter.

The Board discussed how the school system affects the taxes. Condos would increase the tax base. These units would not be adding to the number of children in the school system. Mary Menzies said the towns missed out on becoming a regional system. Milton said the cost per student is high.

Jim noted some of the discrepancies with references to acreage in the chapter. These can be verified by the Town during the chapter review.

Milton suggested the chapter end on a positive note and not the way it is currently written. The chapter needs to endorse plans for development.

At 7:45, Milton made a motion to adjourn. Mary second the motion. The motion passed by all.
