LITTLETON SELECTMEN’S MEETING

LITTLETON TOWN OFFICE CONFERENCE ROOM

SEPTEMBER 14, 2005



Present: Chairman Bill Hight, Vice Chairman George Hicks, Selectman Burt Ingerson, Town Manager Jason Hoch, Executive Assistant Cheryl Sargent


Chairman Bill Hight opened the Selectmen’s Meeting at 4:00 pm.


There were no Citizens’ Concerns at this time.


TOWN MANAGER’S REPORT


The second notices regarding the reval. The updated information has been added on-line although not all of the photos have been updated as yet.


Carol is reviewing the elderly exemption issue and what kind of an impact this will have on them as well as the Town.


The Town is still awaiting a valuation on Moore Dam from Sancoucy. These figures are needed to complete the paperwork necessary for our new tax rate.


Jason will be getting a schedule together for the Budget Committee to meet. The Town budget has been about 80% completed.


It will be necessary to dig two new monitoring wells at the landfill. Two of the wells are out of service and a third well is not operating adequately. Woodard and Curran is handling this situation. There were two values in the last reports which were higher than the Town would like to see although there was no danger at this time.


The final audit report is still being prepared by Plodzik and Sanderson. It is hope the report will be ready by the next Selectmen’s Meeting. Jason noted the audit had gone very well with no issues or concerns noted.


The Town has received their check for shared revenue from the State in the amount of $70,000.


Discussion and planning for the septage processing are still ongoing. DES is very excited and supportive of the idea.


The Highway Department has been working on culverts and catch basins. A catch basin on Gary’s Drive was replaced this week.


The DOT is hoping to have a new traffic light on the Dells Road in operation by sometime in October.

The Town is now in the second phase of the Riverwalk project. Jason will see if he can use some of Cathy’s time for administrative purposes. This part of the project is slated for November of 2006.


The Police Facility Committee met this week and plan to meet again in mid-October.


The Littleton Regional Hospital complimented the Littleton Fire Department on their recent action on responding to the roof fire at the hospital. It was noted that the ladder truck performed perfectly in this situation. There was a press conference on Sunday afternoon and the Firefighters will be meeting again this evening to discuss what could have been differently.


Jason is working on a way to pay for the new centrifuge without having to take out a loan for it. He is analyzing the Town’s cash flow to see if there are funds available.


There is some electrical work which needs to be done at the Waste water Treatment Plant during the next couple of weeks. This work will be paid for out of the maintenance budget for the plant.


Fire Chief Mercieri has received a grant from the Department of Safety which will be used to update the Emergency Management Plan. This plan must be updated in order to remain qualified for Homeland Security funding.


The tax maps have now all been updated. This was one of the projects that the interns worked on this past summer.


Anthony Lahout has started working as the town’s the new intern and will be spending an hour a day working on various projects which need to be finished up. He is currently working on the new assessment filing system.


Jason went over a follow up letter from the Fire Marshall’s office. There are several items which have been addressed and the Historical Society has been allowed to reopen after addressing concerns in that space. The Opera House still remains closed to the public and the doors have been locked.


It was noted there had been a water leak at the Town Building this afternoon. Jason stated this was a case where aging pipes gave way. There is also the added worry about heating the building this winter. The surcharge which has been added to the fee schedule will not cover the cost of the increased price of heating fuel.


Jason will be meeting with Jeff Tyrie to discuss updating the structural analysis which he made of the Town Building in 2002.


Jason met with the electrical engineer yesterday. They are busy gathering data on the Town building. The electrical report has not been received as yet.


Bass and Rood have stated that any work done to the Town building now will be at least a 10% increase in the cost from a year ago.


Vice Chairman Hicks moved to approve the minutes of August 24 and August 31, 2004. The motion was seconded by Selectman Ingerson and carried 3-0.


Selectman Ingerson moved to appoint Stacy Hall, Rod Trahan and Curt Dexter as Alternates to the Planning Board. Also, to appoint Kyle Jensen as Alternate to the Zoning Board of Adjustment. He moved to appoint tom Kennedy to the Citizens Police Advisory Committee. The motion were seconded by Selectman Hicks and carried 3-0.


The meeting adjourned at 4:30 pm.
