LITTLETON PLANNING BOARD HEARING
COMMUNITY HOUSE HEALD ROOM
TUESDAY, MARCH 20, 2012

PRESENT: Vice Chair Linda MacNeil, Bruce Ralston, Jim Daly, Tony J. Ilacqua, Mell Brooks, Arwen Mitton, and Joanna Ray (recording secretary)

Vice Chair MacNeil called the meeting to order at 6:00 PM. Vice Chair MacNeil designated Tony J. Ilacqua and Mell Brooks as voting members for tonight.
The Board reviewed and approved the minutes from 3-06-2012. Tony J. Ilacqua made a motion to accept the minutes as written. Arwen Mitton seconded the motion. The motion passed unanimously.
Vice Chair MacNeil read an email to the Board that was received by Attorney Jae Whitelaw. The email was dated 3-08-2012. The email stated that if an applicant needs conditions from his approval amended, the applicant should submit a request for an amendment to the subdivision approval. Trevor Presby informed the Board that he is having difficulty receiving a driveway permit from the State because he is not able to tell the State who all of the occupants to the property will be. One of the Planning Board’s conditions was for the applicant to supply the State driveway permit. The plan cannot be recorded until the conditions have been met.
Trevor Presby stated that the Agway building is being renovated into three suites. One of the suites does not have an occupant yet. The newly created lot has a buyer, but the buyer is not willing to disclose what business they will have on the site. The two lots will have a shared driveway. Until the State issues a new driveway permit, Trevor is accessing the lot with the original driveway. Arwen Mitton said access to the newly created lot must be shown. Trevor offered to show the Board a plan with the shared driveway on it. Once the newly created lot has plans to build, a new State driveway permit will be applied for. The new shared driveway will be in a different location than the current one.
After discussing the amendment procedure, the Board agreed that they would reopen the case during a hearing on April 17, 2012. This date will leave plenty of time for noticing the abutters. Trevor Presby stated he did not have any issues with that date. Trevor will submit a letter to the planning office stating his request for an amendment to the conditions. Trevor will bring a plan that shows the current driveway as well as access to the newly created lot. A maintenance agreement will be written on the plat for the new access.
Gardner Kellogg discussed a conceptual plan for a two-lot subdivision of tax map 36-9. The parcel currently has two houses on it. The subdivision will allow each house to be on its own parcel. The current driveway will be shared and need a maintenance agreement.
Joanna Ray informed the Board that PSNH is forming a plan to move one-mile of utility lines away from the Ammonoosuc River. They would like to move the lines to a higher, dry area. PSNH is meeting with landowners about potential easements. The Board discussed whether the relocation of these lines needs to be heard by the Zoning Board or Planning Board. Joanna will ask for legal opinion on the process.
Mell Brooks shared a letter that he wrote to Dr. Morley. The letter was in response to the recent concerns over parking on Cottage St. The letter will be sent to Dr. Morley, Gene Girdwood, and Chief Paul Smith.
Vice Chair MacNeil read part of a letter written by Growth with Common Sense. She felt as though the comments were a slap in the face to both Boards. Arwen Mitton stated that polarizing sides in a Town is bad.
Tony J. Ilacqua made a motion to adjourn at 7 PM. Mell Brooks seconded the motion. The motion passed unanimously.
