LITTLETON PLANNING BOARD HEARING
COMMUNITY HOUSE HEALD ROOM
TUESDAY, APRIL 17, 2012

6:00 P.M.
PRESENT: Chairman Charlie Ryan, Vice Chair Linda MacNeil, Mell Brooks, Ed Boynton, Val Poulsen, Jim Daly, Marghie Seymour, and Joanna Ray (recording secretary)
EXCUSED: Bruce Ralston, Tony J. Ilacqua
OTHERS: Tom Smith, Thad Presby, Eddy Moore, Steve Heighler, and George Mitchell
Chairman Ryan called the meeting to order at 6:00 PM. Chairman Ryan appointed Mell Brooks as a voting member for tonight.
The Board reviewed the April 3, 2012 minutes. Marghie Seymour’s name needs to be added to the list of present Board members. There was also a typo in the middle of the third paragraph. The minutes state “Sand Rd” when it should have been “said road”. Vice Chair MacNeil made a motion to approve the minutes as amended. Jim Daly seconded the motion. The motion passed by all.
CONTINUATION OF: Episcopal Church & Parsonage, Owner / Littleton Community Building, Owner / Gardner Kellogg, Agent – PB11-11 – Request for a lot line adjustment between tax map 78-114 & 78-112 located at 29-35 School St & 120 Main St in the R-I and C-I zones.
Mell Brooks recused himself from the case.
Steve Heighler, from Kellogg Surveying, presented. Steve informed the Board that on April 10, 2012, the ZBA approval for the 7 ft. rear setback was received as the PB had requested. Joanna Ray told the Board that a signed copy of the approval will be added to the PB file as soon as the ZBA Vice Chair signs the decision letter. The ZBA minutes reflect the approval. A tax map number correction and signature block correction will be made before the mylar is produced for Planning Board signatures.
Val Poulsen asked if the Community House approves of this lot line adjustment. George Mitchell, representing the Community House, stated that this plan is acceptable to the Community House as well as the Church. Jim Daly asked if the setback would become 7 ft. George said yes.
Vice Chair MacNeil made a motion to approve Episcopal Church & Parsonage, Owner / Littleton Community Building, Owner / Gardner Kellogg, Agent – PB11-11 – Request for a lot line adjustment between tax map 78-114 & 78-112 located at 29-35 School St & 120 Main St in the R-I and C-I zones with the following conditions:
• A copy of the signed ZBA approval letter will be added to the PB file
• The applicants must comply with all State, Federal, and Local regulations.
Val Poulsen seconded the motion. Chairman Ryan closed the public input portion of the hearing. The motion passed by all.
Mell Brooks joined the Board as a voting member for the second case.
TTW, Applicant / Thomas S. Smith, Agent – Request for an amendment to the 2-lot subdivision approval conditions from case PB11-10. The subdivision is located at 678 Meadow St, tax map 82-4, in the C-I zone.
Tom Smith presented a revised plan. Chairman Ryan reminded the Board that the applicant had a problem obtaining the State driveway permit. The permit was a requirement of the December 6, 2011 Planning Board decision. Mell Brooks stated that the State requires the applicant to state what use the driveway will have. Val Poulsen stated that the State wants to know the traffic volume. Thad Presby said the State is very specific on what they require. A new driveway permit is required every time there is a new use. When the second parcel is sold and developed, a new State driveway permit will be required. Thad proposed a shared driveway to the State and they do not have a problem with it. They just need to know the use.
Vice Chair MacNeil said the second condition “the applicant must provide a copy of their State driveway permit” needs to be removed. Marghie Seymour stated that the Board does not have any say in the driveway because it is a State road.
There was no other comments from the public. Chairman Ryan closed the public input portion of the hearing.
Marghie Seymour made a motion to amend the approval conditions for TTW, Applicant / Thomas S. Smith, Agent – Request for an amendment to the 2-lot subdivision approval conditions from case PB11-10. The subdivision is located at 678 Meadow St, tax map 82-4, in the C-I zone. The second condition on the December 6, 2011 decision letter will be removed. Vice Chair MacNeil seconded the motion. The motion passed by all.
Vice Chair MacNeil asked if anyone knew anything about Sears new driveway entrance off of Meadow St. Joanna Ray informed the Board that she had spoken to Phil Beaulieu, NH DOT. Phil told Joanna that Sears was given permission to temporarily use the old entrance while the State reviewed the situation. Val Poulsen noted that this entrance was used a very long time ago.
At 6:35 PM, Ed Boynton made a motion to adjourn. Val Poulsen seconded the motion. The motion passed by all.
