Present:  Town Manager Andrew Dorsett, Chairman Carrie Gendreau (absent), Vice Chairman Chad Stearns, Selectman Roger Emerson, Executive Secretary Ceil Stubbings

Stearns called the meeting to order at 12:13 PM.

Abatement #3227
Eames Homestead Trust, 637 Partridge Lake Rd., Tax Map 72-35, Tax Year 2019, Assessment $780,200.

The subject property consists of 3 different homes on a 3.73 acre parcel.  The owner requested an abatement based upon 2 items.  The first being the lake containing cyanobacteria and the second being that the property is deed restricted.  Analysis of sales did not show the cyanobacteria having an effect on the marketability of the property.  The deed restrictions are such as to affect how the property cannot be sold.  Since New Hampshire RSA 75:1 states property shall be valued at market value, “Market value means the property’s full and true value as the same would be appraised in payment of a just debt due from a solvent debtor.”  It is recommended the abatement request be denied.  Emerson made the motion to deny the abatement request.  Stearns seconded the motion.  Motion passed 2-0.

Abatement #3230
DIRECTV One, 1089 Mount Eustis Rd., Tax Map 99-42, Tax Year 2019, Assessment $7,299.100. 
The subject property is a commercial building on 4.23 acres.  The owner requests an abatement due to the value is in excess of true market value.  Please see letter from George E. Sansoucy, PE, LLC stating no information was given to warrant a change in value.  It is recommended the abatement request be denied.  Emerson made the motion to deny the abatement request.  Stearns seconded the motion.  Motion passed 2-0.

Northern New England Telephone Operations, 50 Pleasant St., Tax Map 79-31, Tax Year 2019, Assessment $588,700.  
The subject property is a commercial building on 0.65 acres. The owner requests an abatement due to the value is in excess of true market value.  No information was given to warrant a change in value.  It is recommended the abatement request be denied.  Emerson made the motion to deny the abatement request.  Stearns seconded the motion.  Motion passed 2-0.

Northern New England Telephone Operations, poles & conduits, Tax Map 999-007, Tax Year 2019, Assessment $1,256,700.  
The subject property is the poles and conduits.  The owner requests an abatement due to value is in excess of true market value.  No information was given to warrant a change in value.  It is recommended the abatement request be denied.  Emerson made the motion to deny the abatement request.  Stearns seconded the motion.  Motion passed 2-0.
