BOARD OF ASSESSORS MEETING
MONDAY, SEPTEMBER 21, 2015

Present: Town Manager Andrew Dorsett, Chairman Marghie Seymour, Selectman Schuyler Sweet, Executive Secretary Ceil Stubbings

Others Present: Joe Lessard (MRI), Scott Marsh (MRI), Ken Rodgers (KRT Appraisal), Dale Sollars (Littleton Building Association – Masonic Temple), Amy Hatfield (Tax Collector).

Seymour called the Board of Selectmen meeting to order at 9:30 AM.

Ken Rodgers advised the board that they held 140 meetings/hearings. That is less than 5%. A couple of people that came in had prior abatements. Some of those property owners had their assessments lowered. Rodgers also presented the board with the figures that would be applied to the MS-1 once the board approves the new valuation. Sweet made the motion to approve the reval. Seymour seconded the motion. The motion passed 2-0. Seymour noted that they still had to add in the utility values and how that could change the numbers somewhat.

Joe Lessard then presented the status of exemptions and PILOT payments. Dale Sollars explained what the Masonic Temple does and that it would be available for municipal use in the event of an emergency or for other reasons. The agency has agreed to make payments of $2,500 for 2014 and $3,250 for 2015. After reviewing the information provided by Lessard, the board scheduled a Board of Assessors meeting for October 13, 2015 in the Town Office Conference Room at 3:30 PM.

Amy Hatfield presented the board with an administrative abatement for Scott & Teresa Brooks in the amount of $3,500. The Veteran’s Credit was removed. It is in the best interest of the Town to honor the Veteran’s Credit for the past 7 years. The amount of the administrative abatement will be deducted from the 2014 tax lien and the 2015 first issue tax bill. The $500 Veterans Credit will be applied each year from now on. Sweet made the motion to approve the abatement. Seymour seconded the motion. The motion passed 3-0.

Hatfield requested the board to go into a nonpublic session to discuss a taxation issue.
Sweet made the motion to go into a nonpublic session per RSA 91-1:3, II (c). Seymour seconded the motion.
The board entered the nonpublic session at 11:25 AM after a unanimous roll call vote. The board came out of the nonpublic session at 12:01 PM. Seymour noted the minutes were sealed. Sweet made the motion to adjourn. Seymour seconded the motion. The meeting adjourned at 12:02 PM.
